Fallout 4 mods downloaded but not working

Just about the only "loose" (emphasis on loose) possible temp fix I have found is closing Fallout 4, opening Skyrim SE loading up the game going into Skyrim's mod menu exiting, loading up your save in Skyrim, quiting and then going back to Fallout 4, but even this doesn't work all the time. Whatever you do, do not keep rebooting console.
